Abstract

This is a cross-sectional, nationwide pilot study conducted in the first quarter of 2021 in Greece. The aim of this study was to report the job risks of public health inspectors in Greece and investigate possible relationships with burnout and job satisfaction. An online survey was created, and the web link was distributed to respondents by email, through the National Public Health Inspectorate Administration, while anonymity was retained. A total number of 78 Public Health Inspectors were contacted and 46 responses were collected (response rate 58.97%). The study found that biological, ergonomic, and psychosocial risks are perceived as most severe in public health inspection. Higher levels of emotional exhaustion were associated with more prevalent ergonomic and psychosocial risks. Job satisfaction was associated with ergonomic risks, but it was most strongly predicted by demographic variables. Perceived quality of job training was found to be negatively related to psychosocial risks. It was concluded that Public Health Inspectors in Greece face a variety of job risks the severity of which contribute to burnout and more specifically to emotional exhaustion. These findings are among the first to address occupational health and safety of Public Health Inspectors in Greece and worldwide and can contribute significantly to the development of the appropriate framework to reduce job risks and emotional exhaustion among employees of Public Health Inspection.

۱.Introduction

 The ever-changing business environment in which modern organizations operate, rapid technological developments, mergers, acquisitions, economic policy, changes in consumer and the economic slowdown of the recent decades, have increased the probability of existing job risks (Anyfantis et al., 2021) and has also introduced new risks for employees, such as psychological risks and burnout (Leit˜ao and Greiner, 2017; Anyfantis et al., 2018; Anyfantis et al., 2020; Anyfantis et al., 2021). In the EU, before the mid-1980s, Greece, Spain, Portugal and Italy had only fragmentary regulations, combined with weak control and enforcement capabilities. Since the 1987 adoption of the Single European Act, and the framework directive 89/391/EEC, a broad concept of occupational safety has been introduced, going beyond the traditional mechanistic approaches (Bianchini et al., 2017). In this frame, the examination of job risks and employees’ risk perceptions is becoming increasingly important for the protection of health and safety at work (Woodcock, 2014), as well as the prevention of the consequences of harmful factors in the workplace (Boustras & Economides, 2014). EU-OSHA, the Occupational Safety and Health Agency of the European Union, pays particular attention to psychosocial issues in the workplace. ۶.Limitations and strengths

 This study is one of the first studies in the international literature, attempting to link job risks to burnout for the profession of Public Health Inspectors. Nevertheless, there are some limitations. Firstly, the study was conducted during the COVID-19 pandemic, which may have affected the perceptions of participants relative to some risk categories. Also, the concept of burnout is controversial in terms of its distinction from depression (Anyfantis et al., 2021). Also, the adaptation of the MBI to the Greek language may be subject to inconsistencies with the original theoretical framework since the derived PCA components of this study, did not match exactly the theoretical burnout dimensions (Squires et al., 2014). Another limitation is the sample size. A small sample may limit the extent at which medium to small effects may be detected by statistical analysis (e.g., lack of evidence that relate job risks to job satisfaction). Finally, the cross-sectional design of this study does not allow to identify causal relationships among job risks and burnout. Nevertheless, the evidence provided by this study could contribute to the identification of major risk factors for the health and safety of public health inspectors in Greece and the development of training programs and frameworks to address these risks and reduce the negative effects to the employees…
