Abstract

Colleges and universities are considered as one of the “main battlefields” of epidemic prevention and control, wherein, they have difficulty in clarifying and identifying the critical points for emergency management due to the complexity and multiplicity of influencing factors. Therefore, this study aims to identify the most effective Critical Success Factors (CSFs) for COVID-19 prevention and control in China. This study uses the Decision- Making Trial and Evaluation Laboratory (DEMATEL) method. This study has finally identified five Critical Success Factors (CSFs), which are 1) the training of emergency management professionals, 2) the cultivation of coordinating abilities, 3) the establishment of an epidemic prevention and control leadership team, 4) the development of corresponding responsibility awareness, and 5) the regulation of online public opinions. By focusing on these five CSFs, it can effectively facilitate colleges and universities to optimize their entire emergency management system in the process of normalization and professionalization of campus emergency management.

۱.Introduction

 The outbreak of the COVID-19 is a public emergency that is most frequently talked about at the beginning of 2020. Various countries and regions have taken different measures to implement emergency management in order to control the spread of the epidemic. Among them, “suspension” and “online teaching” are the most important means for schools at all levels to cope with the epidemic in China, but with the resumption of schooling, the pressure of campus emergency management is gradually coming to the fore.

As a special social institution, colleges and universities are prone to become the main “battlefield” of the epidemic prevention and control because of their dense population, concentrated activities, and the mobility of students and teachers. Therefore, research on the epidemic emergency management in colleges and universities will be beneficial to the improvement of related work. However, it is clear from previous studies that public emergencies in colleges and universities are characterized by suddenness, complexity, diversity of influencing factors and incomplete crisis management (Hou, 2020). In addition, the impact of the COVID-19 is so large and widespread that it is often difficult to grasp the core of the emergency management. How to find out the critical points in this specific, complex, and multifaceted system and how to achieve the “penetrating” management effectiveness with limited resources and conditions are the most urgent issues to be addressed both at the theoretical and practical levels. In order to acquire a clear view on this matter and to understand how emergency management work successfully especially in colleges and universities where there is substantial/ large society impact, the remainder of the introduction section is structured in a question-and-answer format starting with a very important question as following..

۴.Conclusions and recommendations

 Given the huge losses caused by public emergencies and WHO’s prediction of “normalization” of the epidemic, research related to emergency management is bound to receive increasing attention. Although current research on emergency management has become more diversified and innovative, there are still conflicts between regional optimization and overall objectives, between multiple influencing factors and limited resources, and between the complexity of the emergency management system and the effectiveness of implementation. Theoretically, research on CSFs are still limited, which is difficult for colleges and universities to grasp the key points of emergency management and clarify the path at the practical level. In order to solve this problem, this study uses DEMATEL to generalize an epidemic emergency management system consisting of 19 influencing factors. It further analyse the interrelationships among these factors, and finally it identifies five major CSFs for epidemic emergency management in colleges and universities, which are the training of emergency management professionals, the cultivation of coordinating abilities, the establishment of an epidemic prevention and control leadership team, the development of corresponding responsibility awareness, and the regulation of online public opinions..
