آیا میانگین درآمدهای واقعی در ایالات متحده رکود یا رشد نسبتا کمی داشته است؟ پاسخ ها غالبا بسته به شاخص قیمتی که مورد استفاده قرار می گیرد، متفاوت است. پژوهشگران  استدلال کرده اند که شاخص قیمت مصرف کننده (CPI) در بیان میزان تورم اغراق می کند و رشد درآمد واقعی را کم نشان می دهد. رویکرد CPI برای ارزیابی تورم سرپناه مالکان خانه، استفاده از روش “اجاره معادل صاحبان خانه (مبلغی که صاحباخانه نیاز دارد تا خانه ای مشابه خانه ی خود اجاره کند)” است. در این مقاله، ما یک رویکرد هزینه ی مصرف کننده را برای ارزیابی تورم هزینه سرپناه مالک خانه مورد بررسی قرار می دهیم و در انتظار چالش های غیره منتظره  هستیم. ما دریافتیم که طی دوره ۱۹۸۴-۲۰۱۶، با استفاده از درآمد ناخالص پولی که از روش CPI رسمی محاسبه شده، رشد واقعی درآمد به طور قابل توجهی نسبت به روش هزینه مصرف کننده کاهش می یابد.

Abstract

Have real median incomes in the U.S. stagnated or achieved modest growth? Answers often vary depending on the price index one uses. Several researchers have argued that the Consumer Price Index (CPI) overstates inflation and understates real income growth. The CPI’s approach to estimating homeowner shelter inflation is owners’ equivalent rent. In this paper, we investigate a user cost approach for estimating homeowner shelter cost inflation, addressing the expected appreciation challenge. We find that over the 1984–۲۰۱۶ period, using money income deflated by the official CPI understates real income growth substantially relative to the user cost approach.

introduction

The plight of the American middle class is a highly contentious economic and political issue. A central issue in the 2016 elections was the concern over stagnant incomes of the middle class (Matthews, 2015). A 2017 article in Science magazine noted that ‘‘the well-documented stagnant growth in U.S. real median household income beginning in the mid-1970s is central to the decline in absolute mobility. . . ’’ (Katz and Krueger, 2017). But some popular articles and academic analyses argue against the view of stagnant median incomes, citing growth in observed living standards, consumption and in incomes adjusted for taxes and transfers (Sacerdote, 2017; Shapiro, 2017).

Differences in whether the median American family or household have experienced real income gains depend on many measurement issues: how analysts define the family or household, take account of family or household size, and choose a limited or comprehensive measure of income. For example, Larrimore et al. (2015), Auten and Splinter (2017), and the Congressional Budget Office (2018) highlight the importance of measuring income after tax and transfers when investigating changes in income inequality over the years. Braga). homeowner imputed rental income (e.g., Lerman and Lerman, 1986, Smeeding et al., 1993, or Onrubia et al., 2009) and other forms of imputed income such as health services (e.g., Rose, 2015).

Approaches to measuring inflation are apparently important. Researchers (e.g. Gordon, 2006 and Feldstein, 2017) have argued that, even when current improved practices in the CPI-U are incorporated into the historical path of the CPI (in the research series CPI-U-RS), errors in rent measurement, in addressing quality change, in outlet substitution, and in treatment of new goods imply that inflation is overstated. This implies that real income growth is understated.

Rarely noted is how estimates of real income growth depend on the treatment of shelter expenses in the official price statistics of most countries. For renters, changes in shelter costs are measured by changes in the prices renters pay. For homeowners, the US Bureau of Labor Statistics (BLS) uses an Owners’ Equivalent Rent (OER) approach: changes in owners’ housing costs are equal to changes the rental value of the home. Proponents of the OER approach argue that it captures the opportunity cost of owning a house, since it measures the income the owner could receive if he or she vacates his or her residence and rents it to someone else (Cecchetti, 2007).
