بیماری های همه گیر با کشتن ده‌ها هزار نفر و زیان‌های چشمگیر، یکی از بزرگ‌ترین و شدیدترین تهدیدها برای همه نوع بشر بوده‌اند. با توجه به شیوع ناگهانی همه گیری ها، دسترسی سریع به تجهیزات پزشکی کافی، ضروری است. اغلب تحقیقات موجود فقط بر روی ذخیره ذخایر فیزیکی متمرکز هستند، و برخی از نویسندگان نیز ذخیره ظرفیت تولید را مورد بررسی قرار داده اند. این مطالعه اولین مطالعه ای است که علاوه بر ذخایر فیزیکی، ذخایر سرمایه ای را در نظر می گیرد، روشی که برای مثال در چین نیز استفاده می شود. ما به شکل بسته و گرافیکی مشخص می کنیم که تحت چه شرایطی یک سیاست ذخیره معین (بدون ذخیره، فقط ذخایر احتیاطی، فقط ذخیره سرمایه ای، ذخایر ترکیبی) بهینه است. یک دیدگاه مهم این است که افزایش عدم قطعیت تقاضا گاهی منجر به کاهش سطح ذخایر احتیاطی می شود، حتی اگر ذخایر ترکیبی افزایش یابد.در چنین شرایطی، برای کاهش ریسک از کار افتادگی(اسقاط) موجودی، بهینه است که کمتر به ذخایر احتیاطی و بیشتر به ذخایر سرمایه ای اتکا کنیم.

Abstract
Killing tens of thousand of people and bringing tremendous loss, epidemics have been one of the most huge and urgent threats for all human kind. Given the abruptness of epidemic outbreaks, quick access to sufficient medical supplies is essential. Most existing research focuses on reserving physical stocks only, while some authors also consider reserving production capacity. This study is the first to consider capital reserves besides physical stocks, a practice that is for instance used in China. We characterize in closed form and graphically under what conditions a certain reserve policy (no reserves, safety stock only, capital reserve only, mixed reserves) is optimal. A key insight is that increased demand uncertainty sometimes leads to lower safety stock levels, although the combined reserves do increase. In such situations, to limit the risk of obsolescence, it is optimal to rely less on safety stocks and more on capital reserves.

۱.Introduction
Dealing with epidemics is one of the most challenging and ur- gent tasks for all human kind. Most recently and still ongoing, the outbreak of the COVID-19 virus has affected life worldwide. As reported by the China National Health Commission, up to March 27, 2021 in China, 102,6 6 6 people were infected with this new type of coronavirus and 4851 were killed in about fifteen months time. Estimates by the Center for Disease Control and Prevention in the USA from Oct. 2019 to Jan. 2020 show that influenza in- fected 26 million people infected and took 25,0 0 0 lives. One of the key factors in fighting outbreaks is to ensure sufficient med- ical supplies. Many countries and health organizations keep phys- ical safety stocks, which can be directly accessed. However, many products are of a perishable nature and therefore, besides physical stocks, reserving capital for resupplying stocks can be part of the solution…
۶.Concluding remarks
This paper was the first to determine the combined optimal safety stock and capital reserve levels for emergency medical sup- plies to be used in crises situations such as the recent COVID-19. In this exploratory study, we focused purely on the reservation policy and not the allocation of reserves, allowing us to obtain closed- form analytical solutions on regions where the four strategy types (no reserves, safety stock only, capital reserve only, mixed reserves) are optimal. Moreover, analytical sensitivity results were obtained. One particularly insightful result is that more demand uncertainty sometimes leads to lower safety stock levels. In such situations, the combined reserves do increase, but this is achieved by a large in- crease in capital reserves, and so a clear shift from safety stock to capital reserves, as these offer protection but do not suffer from the risk of obsolescence…
