Abstract

Exports are widely believed to play a central role in economic development and firms’ profitability, par- ticularly in countries with small domestic markets. With that aim, governments and firms spend con- siderable resources on international promotion. Identifying the markets with the greatest potential for export growth is therefore crucial for an efficient allocation of public and private resources. In this paper, we propose a Data Envelopment Analysis framework to identify trading potentials with existing trad- ing partner countries within an industry. To illustrate its applicability, we use data from the Portuguese footwear industry. Specifically, among the countries that currently import Portuguese footwear, we aim to identify those that have the greatest potential for increasing their imports from Portuguese footwear in terms of revenue. We further decompose this potential into price and quantity changes to provide strate- gic directions to the Portuguese footwear industry. For the analysis, we use panel data of 64 countries analyzed over the years 2011-2018. The results reveal that higher potentials lie among the countries of the European Economic Area. Overall, these potentials may be achieved through different price-quantity strategies.

۱.Introduction

Governments and firms spend considerable resources promot- ing their products and services abroad to increase exports. An ef- ficient allocation of these resources requires the identification of the markets with the greatest potential for export growth. In this paper, we develop a Data Envelopment Analysis (DEA) framework to assess trading potentials and to identify the markets where an industry can increase its exports in terms of revenue.

 A broad literature stream focuses on the identification of trad- ing potentials at the country level. Existing studies try to identify trading potentials by measuring the difference between the ob- served and expected or feasible volumes of trade. The expected or feasible volume of trade is most often estimated using the grav- ity equation [37] . This equation, inspired by Newton’s gravity law, assumes that trade between two countries is proportional to the product of their GDPs and inversely proportional to the distance between them. With few exceptions, the estimation of this equa- tion resorts to parametric methods, such as Regression Analysis (RA) and Stochastic Frontier Analysis (SFA). However, in such meth- ods, strong assumptions on the distribution of the error compo- nents are required, which are not always met [30] . Moreover, in the case of SFA, assumptions regarding the distribution of the in- efficiency components are also necessary. Nevertheless, such a pri- ori information may not always exist and different assumptions for the inefficiency components may lead to different results. In addi- tion, both RA and SFA assume a specific functional form among the volume of trade and the explanatory variables. However, this may lead to a distortion of evidence by imposing wrong paramet- ric form [31] …

۶.Conclusions

 This paper explores the use of a non-parametric method to as- sess the export potential of the Portuguese footwear industry to a set of selected countries. A Data Envelopment Analysis revenue model is used in a first stage and then, in a second stage the potential for revenue improvement is disaggregated into potential changes in quantities and prices. The model presented for per- forming this decomposition is novel in the literature and borrows from existing approaches that try to analyse price inefficiencies in non-perfectly competitive markets where production units are not necessarily price takers. The application of DEA to assess the po- tential for increasing exports to certain markets is also novel. Al- though some papers use DEA for International Market selection, the case where actual performance in existing markets is analysed is mainly performed through regression-based models, not through non-parametric models…
