چکیده فارسی

هدف – چارچوب نهادی یک کشور آفریقایی ممکن است به اثربخشی استانداردهای گزارشگری مالی بین‌المللی (IFRS) بر جریان سرمایه‌گذاری خارجی تأثیر بگذارد. هدف این مقاله بررسی تاثیر کیفیت چارچوب نهادی یک کشور بر اثربخشی IFRS در کشور پذیرنده و در نهایت بر سطوح سرمایه‌گذاری سبد سهام خارجی (FPI) می باشد.

طراحی/روش‌شناسی/رویکرد –  نمونه ما متشکل از داده‌های سطح کشور  در ۱۵ کشور آفریقایی می باشد. داده ها در یک دوره ۲۲ ساله (۱۹۹۴-۲۰۱۴) جمع آوری شده است. نویسندگان از روش رگرسیون پانلی گشتاور تعمیم یافته (GMM) استفاده می کنند تا بررسی کنند که آیا کیفیت چارچوب نهادی یک کشور بر رابطه بین IFRS و FPI تاثیر دارد یا خیر و همچنین از تکنیک تطبیق نمره گرایش (PSM) برای ارزیابی سطح تأثیر استفاده می  شود.

یافته ها – یافته ها نشان می دهد که کیفیت چارچوب نهادی یک کشور، قدرت ارتباط بین IFRS و FPI را تعدیل می کند. به طور کلی، نویسندگان دریافتند که کیفیت چارچوب‌های نهادی  در کشورهای آفریقایی تأثیر منفی بر پیوند IFRS و FPI دارد.

محدودیت ها/دستاوردهای تحقیق – این مطالعه منحصراً بر کشورهای آفریقایی متمرکز است. استفاده از نمونه منحصراً آفریقایی، تعمیم نتایج را به سایر قاره‌ها مانند آمریکای لاتین با محیط‌های مشابه آفریقا محدود می‌کند.

دستاوردهای عملی – این مطالعه نشان می دهد که IFRS به تنهایی نمی تواند منافع بازار سرمایه مورد نظر را تامین کند، اما توسعه نهادهای قدرتمند در کشورهای آفریقایی را تشویق می کند تا از پذیرش IFRS بیشترین بهره را ببرند. تاکید بر توسعه نهادی سهم اساسی این مطالعه است.

نوآوری/ارزش – این مطالعه منحصر به فرد است زیرا بر اهمیت کیفیت چارچوب نهادی با در نظر گرفتن تأثیر IFRS بر جریان سرمایه گذاری خارجی در یک کشور آفریقایی تأکید می کند.

Abstract

Purpose – The institutional framework of an African country may influence the effectiveness of the International Financial Reporting Standards (IFRS) on foreign investment inflows. The purpose of this paper is to argue that the quality of a country’s institutional framework impacts the effectiveness of IFRS to an adopting country and ultimately influences the levels of Foreign Portfolio Investment (FPI).

Design/methodology/approach – Employing country-level data. A sample of 15 countries from Africa is used. Data is collected over a period of 22 years (1994–۲۰۱۴). The authors employ the General Method of Moments (GMM) panel regression technique to examine whether the quality of a country’s institutional framework has an impact on the relationship between IFRS and FPI and the Propensity Score Matching (PSM) technique to assess the level of impact.

Findings – The findings reveal that the quality of a country’s institutional framework moderates the strength of the association between IFRS and FPI. Overall, the authors find that the quality of the institutional frameworks in African countries has a negative effect on the IFRS and FPI nexus.

Research limitations/implications – The study focuses exclusively on African countries; using an exclusively African sample limits the generalisation of results to other continents like Latin America with similar environments to Africa.

Practical implications – This study provide evidence that IFRS alone cannot ensure the intended capital market benefits but encourages the development of strong institutions in African countries to realise the most from IFRS adoption. The emphasis on institutional development is an essential contribution that this study makes.

Originality/value – This study is unique since it emphasises the importance of institutional framework quality when considering the impact of IFRS on foreign investment inflows in an African setting.

۱.Introduction and motivation

The origin of accounting standards in African countries has by default been attributed to the idea of colonialism. Prominent researchers on the development of accounting standards in Africa have cited colonialism as the most compelling reason for the diversity of accounting practices in African countries (Nobes, 1984, 2011; Perera, 1989; Radebaugh et al., 2006; Nobes and Parker, 2010). They argue that most African countries were left aid-dependent and vulnerable to the development policies and ideologies imposed by affluent nations (often their former colonisers), as well as transnational financiers, such as the World Bank after colonialism. Similarly, Ball et al. (2008) argue that countries with weaker governance systems that depend on International Financial Institutions funding are motivated to adopt IFRS mainly because of a belief in the signalling benefits of such an action, with firms supposedly providing more meaningful and transparent financial reports than otherwise would be the case. In these ways, these authors suggest that most African countries’ adoption and implementation of international accounting standards is driven by the need for financial aid and foreign investment inflows…

۵.Conclusions

The study has provided evidence of the impact of historical and institutional factors on the relationship between IFRS adoption and foreign portfolio investment. This study has found evidence that in the post-adoption period, the benefits of increased levels in FPI are enhanced by the historical ties between African countries and their former colonial masters, quality institutional infrastructure and the economic growth of a nation. These results suggest that most African countries face pressure from international financial investors, trade partners and former colonial masters to adopt internationally recognised accounting standards so that they gain legitimacy to participate in global capital markets…
